Senator Hill argued that removing judicial review and discovery would deny affected parties a meaningful opportunity to be heard, calling the approach "like a kingdom" and urging caution. Supporters said endless litigation currently delays upgrades and new services. The committee approved committee substitutes and reverse repealer amendments to keep the bills mutable as members study options; votes to advance the measures were taken by voice and recorded as "ayes have it."
