"I think we're really close because there are community partners in Boston and this area that want to be a part of this," Connor said. He cited scientific findings about the prefrontal cortex and risk‑reward development to justify a specialized court and said successful participants could have cases dismissed so they do not carry the lifelong stigma of a conviction.
Connor said the court is not yet up and running but that he would make it a first priority for his administration and aimed to get it started within the first 60 days if elected; he described the proposal as focused on nonviolent emerging adults and structured probation with rehabilitative supports.
