Clerk: Petition to fund new Madera County animal shelter falls short after signature verification
Summary
County Clerk-Recorder reported a random-sample verification found an animal-shelter sales-tax petition at 94.2%—below the 95% threshold—so the measure was declared insufficient; the board asked staff to meet with proponents to discuss future options.

Rebecca Martinez, Madera County Clerk-Recorder, told the Board of Supervisors that her office received 207 petition sections—about 4,653 signatures—and followed the Elections Code signature-verification process.
"As per Elections Code 9115, we performed a random draw of 500 signatures," Martinez said, and the petition tested at 94.2 percent, below the 95-percent threshold that would trigger a full check. "The petition has been found insufficient at 94.2% and no further action is needed by this board in this regard."
Chair McCauley and other board members acknowledged the community effort collecting signatures and asked county staff to reach out to petition proponents. The chair suggested a meeting to discuss options for pursuing the measure again, and the CAO offered to contact the proponents and schedule a discussion.
The board did not take further action on the petition at the meeting; Martinez noted that a full verification would have taken the full statutory 30 days and could have affected eligibility for the November election. The CAO said staff will meet with proponents and report back.
Ending: The board recorded the petition as insufficient and directed staff outreach to proponents; no ordinance or ballot measure will appear on the basis of this meeting record.
