The Fremont City Council approved Resolution 2026‑146 to award a $475,000 repayable loan from LB840 funds to the Fremont Area Habitat for Humanity to help acquire roughly 3.5 acres at 800 North Pierce Street for a planned community of about 20 affordable homes.
Angie Olsen, the city’s land administrator, told the council the project would include a mix of townhomes, small cottages and starter homes to be sold to income‑qualified families through Habitat’s homebuyer program. Olsen said staff recommended the $475,000 award from the Local Option Economic Development Fund based on documented housing need in Fremont’s 2023 affordable housing plan and on a scoring matrix developed for such applications. “Staff recommend a $475,000 repayable loan, at 0% interest,” Olsen said.
Councilmembers expressed broad support in the discussion, noting Habitat’s model of sweat equity and homeowner payments. Councilman Horner moved to approve the award and Councilman Jensen seconded; the motion carried 7–0.
The award is structured as a repayable LB840 loan; further project details such as timeline, final purchase terms, and construction schedule will be determined by Habitat and reviewed by city staff in subsequent steps.
