Staff presented a draft of new zoning text to implement the state’s middle-housing statute and walked the commission through design standards the town has proposed to give developers predictable expectations. "As of July 1, middle housing statute prevails over our underlying commercial zone as it relates to housing," the staff member told the commission while explaining that the statute creates a summary-review path for 2–9 unit developments and limits certain local discretion.
The draft would specify primary materials, facade transparency minimums, preferred rear parking locations and a possible minimum/maximum front yard setback; it also contains an alternative-compliance (special exception) provision that would allow the commission to grant relief in cases of financial hardship or infeasibility. Staff said the commission will refer the draft to regional authorities and that a public hearing is scheduled for the 21st, with additional public-comment opportunities ahead of any final adoption.
