Commission recommends council approve Northern Lights Phase 4 preliminary plat with four conditions

Planner Michelle Clavadocher presented the preliminary plat application for Northern Lights Subdivision Phase 4, describing 49 single-family lots and three commercial lots adjacent to Cheyenne Boulevard. "The recommendation is to approve it, with 4 conditions," she said, listing required redesign of Lot 1 of Block 12 (to meet a 60-foot minimum frontage or be reoriented/reserved), confirmation of access locations for two lots with the city engineer, development-engineering plan approval prior to infrastructure work, and correction of the plat document to meet city requirements.

Clavadocher told commissioners that a prior traffic study limited allowed housing until a second access was provided and that an alternative connection (referred to as Hotel Way) is under construction and expected to be complete this summer; staff said the developer's phasing plan anticipates continuing work through phases 4–10. The planner also noted that the parent parcel is zoned highway service and that residential lots will need rezoning during final plat proceedings.

Commissioner Miss Holt moved to recommend City Council approve the preliminary plat with the four staff-recommended conditions; Powery seconded. On roll call the commission voted unanimously to pass the motion. The commission's recommendation will be forwarded to City Council for final action.
