Draft future land use map highlights base-compatible zones, floodplain constraints and an "opportunity corridor"

Planning director Laura Patton walked the council through the draft future land use map and accompanying descriptive table, which staff said helps interpret how the plan'level designations would be read alongside zoning rules. Patton emphasized the map is illustrative: the renderings for a main corridor are "simply a visualization" and staff met with property owners to avoid surprise when the map is published.

Patton said the map includes special designations — air installation compatible-use zones around the base, floodplains and sloughing-hill areas — and that the city will use the map's descriptive table to make consistency determinations during land-use reviews. Staff recommended an annual process to amend the map when smaller, targeted updates are needed instead of redoing the entire plan every 10 years.
