Steve Ray, a Fremont resident who gave his address to the council during public comment, said he had worked at the site and observed ongoing safety and maintenance problems. "It looks to me like that kind of a magnitude of thing that they should have been here to inform you," Ray said, adding that he had concerns about the company's past problems and financial stability. His comments echoed multiple councilmembers’ concerns about the absence of applicant representatives and gaps in the documentation staff had requested.
