Shannon, the utilities general manager, told the council the company seeking the grant was not inclined to grant a requested gas easement adjacent to the city's existing easement, saying the applicant wanted to retain as much property as possible. Shannon said the applicant indicated willingness to negotiate limited access near a northwest triangle area but would not provide the broader easement the city requested.
"They were not inclined. They wanted to keep all the property they could get," Shannon said. Utilities staff said the work would likely require identifying a different route for the city gas line and regulator station to avoid placing structures on top of the city's easement.
