Neighbors press city after C4 roof panels failed; company vows safety fixes

Residents and property owners near a commercial building operated by C4 told the City Council they remain concerned about safety and lingering odor after several tempered-glass roof panels failed earlier in July.
"If any of us would have been in residence and outside, the outcome could have been catastrophic for us," Debbie Price, who said she owns a lot at the Outdoor Resort Palm Springs, told the council during a Zoom comment. Price said she has photographs and videos showing debris and that glass remains on neighboring lots.
David Bernard, who identified himself as chief operating officer at C4, told the council the company secured the affected area, cleaned up impacted areas, communicated with neighbors and began installing a protective safety laminate on eastern-facing roof panels to contain glass in the unlikely event of future failures. "Those actions reflect the responsibility that we have for our surrounding community," Bernard said.
Other Zoom commenters described continued odor problems and urged the city to block construction of a second building until odors and safety concerns are fully resolved. Councilmembers thanked both speakers for raising concerns; no enforcement hearing or formal code amendment was decided that evening.
