Birthright Lake County urges larger CDBG award to support diaper bank

Janice Silveroli, executive director of Birthright Lake County, told Lake County officials at a public hearing that the nonprofit’s diaper bank has helped more than 1,000 children and asked the county to increase its FY2026 Community Development Block Grant (CDBG) award. "In our past proposals, we've received 55,000," Silveroli said. "The proposal this time that you've granted ... is 11,000." She thanked the CDBG program for prior support and described Birthright as Lake County’s sole basic-needs diaper bank.
Silveroli cited national and local research on diaper need and described concrete effects on families’ ability to work and use childcare: "If they do not have the diapers, they can't take their child to day care," she said. Silveroli also said Birthright provides a supplemental distribution (stating about 50 diapers per month per family) and that the organization operates entirely on donations. The Board has not made a final decision; county staff said written comments will be accepted through 4:00 PM on Thursday, August 6, 2026, and will be considered before Lake County submits its FY2026 annual action plan to HUD.
