Board hears explanation of 'levy roll-up' that changes reported salaries and boosts service pay

Kristen Cameron explained the FY27 certified pay table change that rolled levy pay into base salaries. She said the roll-up was done to ensure compliance with state guidance and to equalize pay: "So when they look at FY27 certified list, it's going to appear that everyone received a rather large pay increase because of the inclusion of Levy Pay," Cameron said, noting that service personnel receive both the state pay bill increases and additional equalization amounts that can result in larger percentage changes for some service roles.
Board members sought clarity on whether the increases were actual cash changes versus reporting differences. Staff said that while levy payments were previously separate checks, the roll-up reflects those amounts in certified salaries going forward and can change the appearance of year-to-year certified pay reports (examples discussed in the meeting). The presenter said the change also affects PEIA premium calculations because the certified salary base is now larger.
