Pepco, state programs offer make‑ready rebates as PGCPS weighs grid upgrades

Prince George's County Public Schools heard an overview of utility pilot programs and the EV Smart Phase 2 fleet incentive during the June 17 work group meeting. Chris Coker, Pepco's EV account manager, said Phase 2 will be a five‑year program that shifts incentives away from chargers themselves and toward make‑ready work — electrical prework such as cabling, panels and transformers — because make‑ready often drives project costs.
"Make ready is basically... the infrastructure that you would need to improve at the physical location, whether that's cabling, putting in new boxes, a transformer if it needed to be put in," Coker said. He said Phase 2 make‑ready incentives could be in the approximately $300,000 range per organization and can be split across two sites. Coker added the program is administered as rebates (installation first, reimbursement later) and allows school districts to choose contractors and equipment. He also said enhanced incentive percentages may be available for projects that serve disadvantaged communities.
The work group asked for links and program materials; Pepco and state staff said they would share details and coordinate site inspections and scopes of work before applications are processed.
