Council approved a retroactive easement with Anthony Hickey at 104 East High Street to accommodate a catch-basin installation and a ~60-foot pipe run between a PennDOT-installed catch basin and a borough-installed basin. Under the agreement the property owner will dig and maintain the ditch connecting the PennDOT basin to the borough basin; the borough will accept responsibility for the two catch basins and approximately 60 feet of pipe between them. Council instructs the Solicitor, Tim Wachter, to draft the easement agreement.
The motion was moved by Councilor Osborn and seconded by Councilor Kerns and carried unanimously. The minutes describe the arrangement as retroactive to the PennDOT installation; specific construction timing and a signed easement document were not included in the minutes.
