County emergency managers say EOC relies on long-term county and nonprofit partnerships

Kelly Wilson, deputy director of emergency management for St. Johns County, told County Conversations that partnerships are central to the county's emergency response. "We could never accomplish our mission without that EOC, which when activated can has about a 120 people in it, all working towards the same mission," she said, naming county departments, the Red Cross, Salvation Army and Catholic Charities among regular participants.
Wilson described these partnerships as built over repeated exercises and real events, noting familiar faces in the EOC accelerate coordination and decision-making during crises. She said these relationships—internally across county departments and externally with nonprofits and utilities—help the county restore services such as power more quickly after a storm.
