"This part of the process is merely for restrictive covenants," the developer's representative said, explaining that a traffic study will be submitted with the next phase and that no site plan approval was being granted tonight.
Several residents raised neighborhood concerns. One resident said Pepper Tree Drive already functions as a cut‑through and asked whether neighbors received mailed notice. Another resident said increased traffic has made their street unsafe and asked whether the traffic analysis would be shared with neighbors. The city attorney clarified that the ordinance only modifies the covenant and does not approve any site plan or uses beyond allowing the legal right to pursue a shopping center layout.
After public comment the council closed the hearing and adopted Ordinance 2026‑09 by a 5‑0 roll call vote.
