The Detroit City Council on Thursday adopted two resolutions to amend the 2026 supplemental budget to accept $100,000 provided under House Bill 5204 for recovery from the December 17, 2025 windstorm. Counselor Nielsen moved to adopt Resolutions 688 and 689; the motion was seconded and passed.
A staff member who presented the measures explained the council would create new revenue and expenditure line items to recognize the grant. “And what we did is we took the $100,000 that we were awarded and split it $50.50 between the general fund and the street fund,” the budget officer said, summarizing the allocation and noting matching expenditure accounts were created for each fund.
The staff presentation cited ORS 294.471 as the legal authority permitting supplemental budgets when funds become available after a budget is adopted. The supplemental budget summary attached to the resolutions shows $50,000 in general fund revenue and $50,000 in general fund expenditures, and $50,000 in street fund revenue with $50,000 in street fund expenditures to match the award.
During the public-hearing portion, council solicited testimony in favor and opposition; no members of the public spoke. After closing the hearing, Counselor Nielsen moved to adopt both resolutions as presented. The record indicates present members voted aye; a remote participant, Dean, was reported as indicating assent during the roll call. The presiding official declared the motion passed.
The council adjourned the supplemental budget hearing at 3:12 p.m. Thursday, June 18. The resolutions and the attached budget summary will be incorporated into the city’s 2026 fiscal records as directed by the adopted supplemental budget.
