Policy committee adopts FY2027 Unified Planning Work Program

The policy committee voted July 23 to adopt the FY 2027 Unified Planning Work Program (UPWP), a federally required document that outlines transportation planning activities the metropolitan planning organization will perform in fiscal year 2027. The committee approved resolution MPO 2026-08 by voice vote with no opposition.

Presenter S4 told the committee the UPWP describes planning priorities and tasks and must undergo a 20-day public review; “No public comments were received,” S4 said. S4 said the UPWP, once approved by the policy committee, will be submitted to TxDOT for FHWA approval. The packet and presentation noted priorities including safety and complete streets, public participation, congestion management, freight mobility, transit, border infrastructure and data/technology updates.

The UPWP item included task-level budgeting: S4 listed Task 1 (administration and management) at approximately $665,000 to cover salaries, travel and office needs and other operating costs. The total programmed for FY27 was stated as $1,610,000 with available funds of $2,028,005.39; S4 characterized the remaining balance as an estimated carryover if not fully expended in the year. The committee closed public comment, moved, seconded and approved the resolution during the special meeting.

The committee did not record separate roll-call vote tallies on the record; the approval was recorded by voice vote at the meeting’s conclusion. The committee scheduled the next regular meeting for August 19 at 1:30 p.m.
