Council narrows priorities in new "Connection Plan," favors downtown beautification and transparency dashboard

Mayor and staff presented the Connection Plan, a strategic framework that organizes city priorities into pillars (community connection, downtown, safety, wellbeing and fiscal capacity). Council selected a handful of near-term priorities for staff to convert into SMART goals: a downtown beautification/main-street initiative, a feasibility study for a multi-sport recreation complex, and a public transparency dashboard (and resident communication platform) as a digital engagement tool.
The mayor said the plan is intended to set a direction "so the staff can carry it forward," and asked council members to choose one to three priorities for the coming year. Several council members encouraged staff to prioritize projects that attract outside revenue and improve quality of life. One council member suggested linking to an external platform (citizenportal.ai) for the transparency dashboard; another said the city's new website already includes a communication platform that can be used to deploy the dashboard and resident tools.
Staff will create a final Connection Plan with SMART goals and timelines to be reviewed at a future meeting. Council emphasized focusing limited resources on a small number of high-impact priorities rather than many concurrent projects.
