Detroit narrows downtown redevelopment scope; pavilion and playground RFPs to move forward

City staff reported that bids for the downtown redevelopment project initially exceeded available funds; the low bidder, K&E, submitted an amount more than $150,000 above the budget. Working with HBH Engineering and the bidder, staff performed value engineering to reduce scope to site work, pavilion construction and a paved entrance so the cost now fits the city's roughly $120,000 funding package. Santiam Paving is coordinating to combine the city street paving with the project to lower costs; construction will start when weather permits.
On parks, Councilor Michele Tesdal (report read by Councilor Eric Page) said the city is switching to an RFP process for the pavilion because the Romtec log‑style option proved cost‑prohibitive. "The playground has been decided on and the video of what it looks like is on the city website and on the city's Facebook page," Tesdal said in the report; she added the city will focus initial work on two main structures, their foundations and pathways before parsing remaining grant funds for other items. The playground order will be made once pathway and groundwork RFPs are posted so the city avoids leaving equipment unassembled in the park.
