Council moves to simplify rezone application requirements to reduce applicant burden

Community development staff presented ordinance 26-13, a code text amendment intended to streamline the rezone application process by removing several prescriptive requirements that have created unnecessary applicant expense and confusion. Staff said many applicants were being asked to produce maps and engineered concept plans that staff and consultants could prepare at later stages, and that stripping those requirements would align applications more closely with the city's land-use plan.

"So we are streamlining and simplifying and, this was reviewed by the planning commission," a community development representative said, noting the planning commission recommended approval by a 4-to-0 vote. Members discussed keeping the applicant focused on referencing the general plan and land-use map rather than over-prescriptive intent statements and asked staff to prepare a succinct "cheat sheet" and flowchart explaining the revised process to applicants. The council adopted the amendment after review; staff will publish a clear flowchart and guidance for applicants.
