Council hears NSSA warning that package-plant costs could top $1 million; city seeks county and state help

Councilor Denny Nielsen updated the council on the North Santiam Sewer Authority (NSSA), reporting that NSSA meetings have been canceled for six months and that required funding from Linn and Marion counties remains unfunded. Nielsen said Marion County staff suggested the city evaluate technology and consider municipal management of a package plant; he estimated implementation costs could exceed $1 million and warned the city cannot raise that amount alone.
"I have notified the county that our city in incapable of raising the funding for such a project and have requested county funding assistance from Marion Co. and the State of Oregon," Nielsen told the council. He said WVCOG has attempted to develop a temporary funding package but the city has not been notified of a final proposal. Nielsen also noted that the county public works director previously suggested council involvement in evaluating management options and technology choices for a package plant. No new funding commitments were announced at the meeting.
