Board hears that complaint process and handbook language are confusing for parents

Board members raised ongoing concern that the written complaint process is confusing and sometimes deters parents from reporting issues. S7 (Committee member) said she encountered conflicting guidance between the parent handbook and staff policy and that an email often does not substitute for the formal written complaint form: "I was given a completely different complaint process," S7 said, referring to differences between handbooks and staff documents.

S1 (Staff member) acknowledged the tension and explained that formal steps are required in part to preserve the district’s ability to respond consistently and defensibly if a complaint escalates. He said the district can make practical changes to reduce friction—linking the required form in the handbook, clarifying language and producing a short explanatory video to guide parents through informal vs formal steps. The board agreed staff should review and reconcile the handbook and policy language and propose clearer guidance to reduce deterrents without sacrificing necessary procedural safeguards.
