Council voted to adopt Ordinance 2026‑013, a comprehensive amendment to the zoning ordinance that establishes a new "limited use" classification. Staff (speaker 4) explained the primary effect: single‑family homes and duplexes that existed in commercial districts could be reoccupied as a limited use if they meet supplemental standards. The ordinance allows rebuilding to the original floor area as of Jan. 1, 2026, and permits rebuilding within two years of demolition if a building permit is issued.
A central point of debate was whether to permit up to a 50% increase in floor area for a limited‑use rebuild. Planning and Zoning recommended approval 3–1 with a 50% enlargement condition; one commissioner had opposed any enlargement. Some council members expressed concern that allowing enlargement could prolong spot residential use in commercial corridors; others argued limited use prevents unnecessary rezonings and allows property reuse. After discussion the council passed the ordinance by voice vote. The ordinance also includes numerous scrivener corrections and reorganizations described by staff.
