County staff summarized two smaller Community Development Block Grant candidates: a multiphase waterline replacement in Unionville Borough (postal name Fleming) and an emergency generator for Miles Township. Staff said these projects are closer to the county's entitlement-scale budgets and could be funded without a large competitive push.
Leslie (COG staff) said survey work is under way to determine low-to-moderate income percentages in targeted streets and areas; "All 3 projects are currently in the middle of the demographic survey effort, to be able to determine income eligibility," she said. Commissioners emphasized that eligibility results expected by early August will shape whether the county can move forward with entitlement funds or will encourage applicants to pursue other grants.
