She also reported actual expenditures of $28,906,872 (a deficit variance of $4,397,103) and cited an overall cited surplus figure of $4,179,538 and total fund balance including restricted cash and investments of $8,862,277. Elliott outlined reserve accounts including a capital reserve ($326,842), an economic development capital reserve ($271,064), and an NCCMT account cited at $3,187,794.
Commissioners pressed for detail about department-level variances, particularly social services (Elliott said the department showed a revenue shortfall and an expenditure figure that she would correct for future reports). The discussion also named several expense drivers: increased building and vehicle maintenance costs, an ambulance purchase, and delayed grant reimbursements tied to a parks grant project with an extended completion deadline.
