City engineer: driveway culvert work at Brannan property is a private drainage issue unless >1 acre

City Engineer Scott Huneke reported to the Mantorville City Council that he inspected the driveway and culvert situation at the Dale Brannan property on June 17, 2026 and concluded the issue is a private drainage concern under current conditions. Huneke told the council that if a property owner’s impervious area becomes larger than one acre, state stormwater-treatment requirements would take effect, but for areas under one acre the city policy does not require stormwater treatment.
"If Brannan makes the impervious area more than 1 acre, then by state law he has to do a stormwater treatment," Huneke said; he added that under the current conditions "it becomes a Private Drainage Issue." Huneke also noted that previous high flows were driven by heavy rain, broken pipes and homes with sump pumps discharging into the sewer system.
The council discussed routine maintenance options to reduce neighborhood impacts, and the minutes record that Deputy City Clerk Wendy Siewert will notify or remind Joe Adams to inspect and clear the affected culverts on June 30, 2026. Huneke said he will email councilmembers the 2014 wastewater agreement and flow logs to provide additional context on system capacity.
