Mantorville council adopts Joint Orderly Annexation Agreement; engineer says wastewater capacity sufficient

The Mantorville City Council unanimously approved a Joint Orderly Annexation Agreement at a special meeting June 29, Mayor Jeff Ingalls presiding. Councilmember Lynnette Nash moved to open the public hearing and Councilmember Jim Potter seconded; the motion to open and the later motion to adopt carried with recorded votes of 5 ayes and 0 nays.

City Engineer Scott Huneke reviewed Mantorville's wastewater arrangement with the City of Kasson and said the city operates within an allotted flow for collection, treatment and disposal. "We have an allotted amount and with the I & I we don't come close," Huneke said, explaining that earlier near‑exceedances were driven by heavy rain, broken pipes and some homes with sump pumps tied into the wastewater system. Huneke said he will email councilmembers a copy of the 2014 Agreement for Wastewater Collection, Treatment and Disposal and provide flow logs showing the percentage Mantorville used.

Council members raised questions about what would happen if flows spike; Huneke reiterated that routine inflow and infiltration (I&I) work and maintenance have prevented exceedances and that exceptional weather and illicit connections were the primary drivers of past high flows. The council approved the annexation agreement after the discussion; the agreement will also be considered by the Mantorville Township Board of Supervisors at an upcoming meeting.

Next steps noted in the meeting record: Huneke will circulate the 2014 wastewater agreement and flow logs to councilmembers for review.
