Council told an engineering study will assess bringing Holly Springs into regional wastewater partnership

Staff briefed council on a nearly completed regional wastewater engineering study that explores adding Holly Springs to the current Cary-Apex-Morrisville partnership.
Corey said the study began after managers from Cary and Holly Springs directed staff to work together in January 2025. "We are almost done with that work, and so we just kinda wanted to preview that, let you know that it's coming, and that we'll be coming back to you with the results of that engineering study here in the fall," Corey said.
Staff warned that any partnership expansion would likely require legal agreements, funding commitments by Holly Springs and discussions about how costs and capacity would be shared. The study will return to council with engineering results and recommendations for next steps.
Next steps: staff will present the full engineering findings in the fall and may schedule a joint work session with Holly Springs to discuss governance, funding and interlocal agreements.
