Commission reviews coastal-resilience checklist, seeks overlay language for September

Planner Sarah Franklin presented a coastal resilience checklist and draft overlay on July 22 to show which properties would be affected under an Isabel+2.4-foot scenario. The map and checklist are intended to guide code amendments (floodplain, freeboard, forest conservation) to help the town adapt to projected coastal impacts.
Franklin explained the overlay would increase buffers, adjust freeboard-based height calculations, and impose front-yard limitations adjacent to tidal features. Commissioners asked to see the GIS-defined parcel boundaries and raised concerns about visual incompatibility where properties inside the overlay could have different height or lot-coverage limits than neighbors just outside it. Franklin said the overlay is intended to be dynamic and would be updated periodically as models change.
The commission directed staff to draft legislative amendments implementing the resilience checklist for the September packet, and asked Franklin to return to the August meeting with short-term rental and use-and-occupancy materials.
