Planning commission tightens RMD language, streamlines 'purpose' heading

Commissioners replaced a phrasing that said the RMD "benefits from compatible infill development" with a clearer statement: "The RMD District is characterized by vital public spaces and allows compatible infill development," which staff said improves parallel structure and clarity. Members also asked staff to begin the section with a streamlined opening line: "Generally, zoning districts are established..." to avoid repeating the same phrase twice in the ordinance.
Planner Sarah Franklin said the changes are stylistic but important to ensure the code reads as intended when the council reviews the draft. The commission agreed the edits make the purpose and intent language more direct and directed staff to incorporate them into the next packet to council.
