Council discussed a council-initiated request that would fund an external human-resources consultant to support independent performance reviews of the three appointed positions (town manager, town attorney, town clerk) and offer on-call HR advice. The consultant idea stemmed from Womble Bond Dickinson recommendations and a School of Government training some council members attended; staff said they would prepare a recommended scope of services, costs and contract terms for return consideration.
"The idea would be to bring back a scope basically, a scope of work, proposed approach, costs, a contract term, and any additional considerations," a council member explained while describing the requested staff deliverable. Staff noted one possible funding source: a $750,000 midyear appropriation that could be considered, though final cost estimates would be developed with the selected consultant.
On a related governance item, the council voted to request staff return with options for creating a temporary working group to address four council-specific audit recommendations (council expenses and reimbursements, travel, meals, car allowances). The council moved and seconded a motion to form that committee in principle while directing staff to propose processes (membership, meeting formats, Webex/televised options) and timelines; the motion passed and staff will bring back a menu of options for council approval.
