Council accepts HOME CAPER and approves recommended HOME funding allocations

A representative of the Horry County HOME Consortium presented the 2025 CAPER (Consolidated Annual Performance and Evaluation Report) summarizing use of HUD entitlement funding across the three-county consortium (Horry, Georgetown and Williamsburg). The presenter reported 22 home rehabilitations completed with another 8 underway and said the average cost per rehab was $19,783.36. The CAPER also documented a $1.2 million-plus infrastructure project ("race path"), eviction-mitigation assistance to 48 low- and moderate-income people via ECHO, rapid rehousing for 110 homeless individuals, tenant-based rental assistance for 86 households, and partner programs assisting hundreds of reentry clients.
The presenter recommended publication of the CAPER for public review from August 7 to 21 and proposed HOME funding awards including support for Habitat for Humanity (6 units), Homeplacer (1 unit), SOS Care Inc. (3 rental units), and ECHO (50 households for tenant-based rental assistance). Council moved, seconded and approved the CAPER acceptance and funding recommendations by voice vote; staff said public hearings will be scheduled and results returned to council at the September meeting following public input.
