Staff said the last FCA was performed roughly eight years ago, that original high schools and intermediate schools average over 50 years old and many elementary buildings exceed 55 years; windows, roofs and boilers remain areas of concern. The facilities lead noted third‑party firms can provide current pricing and credibility to regulators when planning future referenda.
Board members asked whether any of the assessment work could be done in‑house; staff replied some elements can but emphasized the benefit of an independent, up‑to‑date FCA with current cost data. Staff said any private‑sector FCA procurement would go out to bid and the district would solicit multiple proposals and a scope of work for review.
