Resident urges board to enforce contractor deadlines after PFAS disclosure

Radhika Jassilva, a Fieldstone Place resident, told the Buckingham Township Board of Supervisors that a pump-and-pipe replacement project begun in spring 2025 left piles of dirt and stone near her home and remains unfinished despite a listed substantial completion date of July 19, 2026. "We are requesting that the board of supervisors step in and step up and see that this project is completed by 08/18/2026," she said, citing the change-order final completion and final payment date.
Jassilva said she reviewed the contract and questioned whether the township’s engineer has been administering the contract closely enough; she added that the plan’s liquidated damages of "$500 and $100 per month" on an approximately $1.8 million contract are not a meaningful deterrent. She also said, "Today, for the 1st time, I learned the reason that we are connecting to Gold Spring Creamery waterline is because 2 of our 1 of our 2 wells had high levels of PFAS," and asked the board to provide clearer, written project facts to affected homeowners. Township staff responded that long lead times and a back-ordered skid had delayed the work, that subcontractor coordination required a concentrated shutdown to minimize disruption, and that updated schedules had been sent to the HOA but not yet formalized as a change order.
