At the start of the July 21, 2026 meeting the commission considered and adopted the minutes for the week of June 29, 2026. A motion to adopt was moved and seconded, and Chair Jeff Welborn announced, "Motion passes unanimously." The minutes adoption required no substantive discussion.
Later in the work session the commission voted on a motion to designate Chair Jeff Welborn as the commission's approval authority for filings and legal documents related to the Molnar v. PSC matter. Commissioner Felder offered the motion and, after discussion about delegation and procurement, the motion passed 3–1. Commissioners discussed that prior authorizations (from May 6, 2026) already allow certain legal actions and that legal staff will notify all commissioners of new filings going forward.
