Commission votes 3–1 to designate Chair Welborn as approval authority for Molnar filings

Commissioner Felder moved to appoint President Jeff Welborn as the commission's designated point of contact and approval authority for filings and other legal documents related to the most recent Molnar v. PSC case; the motion was seconded and placed before the commission for discussion. "I move to appoint President Welborn as the designated, point of contact on this last case filed by Brad Molnar," Felder said when offering the motion.

During discussion, one commissioner voiced concern that delegating decision authority to a single commissioner could expose the commission to legal challenge if decisions like hiring outside counsel or sending formal letters were not presented for a full commission vote. That commissioner asked for assurance the commission would have a chance to vote before the commission spent money or selected outside counsel. Counsel and the chair responded that commissioners would be kept apprised, that prior hires had followed commission policy, and that updates to the internal policy manual could provide clearer guidance.

After discussion, Commissioner Felder restated the motion (including the cause number in the work session record) and the commission called the question. The motion passed by a 3–1 vote, with one commissioner dissenting; the chair announced the motion adopted.
