The Kiona-Benton City School District board approved a service and customer agreement with Stellar Virtual Academy on a motion to allow Stellar to proceed with enrollment setup and apply for an OSPI school code for potential Fall 2026 offerings.
Superintendent explained the tri-party structure (the agreement is similar to one Kittitas is executing) and said the service agreement contains no financial terms; those will be negotiated in a later contract. The superintendent said Stellar's model will provide access to students across the region without reducing current in-person enrollment and highlighted that Stellar intends to serve students with IEPs, Section 504 plans and bilingual learners.
Board members asked about costs and expected returns. The superintendent said the district would receive a fixed income for the first three years under the contract model and then a percentage of enrollment thereafter, similar to other partnerships. The motion to approve the service agreement passed on a voice vote.
