The planning commission found the project categorically exempt under CEQA sections cited and recommended board approval.
Mattis said the project would not increase intensity or change use; it is primarily a change of ownership to create individual unit parcels. The current tenants would be given first right to purchase if the project proceeds. The board moved and approved the rezone, plan development overlay, and tentative parcel map.
