The board then elected Philip Pugh as vice chairman after Chair Cox opened nominations. A motion to nominate Philip Pugh was seconded and approved on roll call; the transcript records Webb voting No, Philip Pugh abstaining, and Ford Pugh, Hamill and Cox voting Yes. Chair Cox congratulated Mr. Pugh after the vote. Miss Knott called the roll for both votes.
