Board approves amendment tying Lazy Booster Ranch bridge completion and maintenance to town and Trails Alliance obligations

Following prior public hearings, staff and a project representative discussed a redlined Amendment 2 to the Lazy Booster Ranch land development agreement that clarifies who must demonstrate the bridge’s permitted completion and long-term maintenance.
Staff (S5) explained the redraft allows the county to compel the landowner to ensure either the town of Rico or a Trails Alliance group demonstrate compliance with permit conditions. "This now gives us authority over enforcement of that easement through the landowner," staff said, describing the change as a compromise that connects existing easement obligations to enforceable steps in the land-development agreement.
Commissioners voted to approve the amendment, with staff instructed to obtain required signatures, record the fully executed document with the clerk and recorder, and publish it per statutory notice requirements. Applicant representatives and Trails Alliance were asked to coordinate final execution and publication steps.
