Roanoke council adopts major zoning text changes, sets density and data-center issues aside for separate review

Roanoke City Council on July 6 approved a package of zoning text amendments intended to align the city's code with City Plan 2040, but the council split off the most contested pieces for separate consideration.

The ordinance as adopted updates use tables, accessory uses, bed-and-breakfast rules, temporary uses, outdoor lighting, tree canopy requirements and other technical sections. Mayor Cobb opened the hearing by saying the continuance from May 18 would permit only speakers who had not previously spoken; planning staff noted the planning commission recommended approval by a 7-0 vote. "By a vote of 7-0, the planning commission recommends approval of the proposed zoning amendments," the staff summary said during the presentation (Catherine Gray, Planning staff).

Council removed the data-center supplemental regulations and later adopted targeted data-center protections; it also removed the residential density sections (dimensional regulations and parking minima) for separate consideration. Council members debated implementation logistics, the effect of recent state law changes on parking rules, and the capacity of planning staff to reopen major sections of the code. City Manager Turner warned staff capacity would limit how quickly a re-review could proceed.

The outcome leaves in place most technical and cleanup changes but sends several politically sensitive pieces—residential density and certain citizen-proposed changes—back to planning staff and the planning commission for further study and public review. Council adjourned after adopting an initiating resolution directing that follow-up work.
