Resident Justin Quill alleges county code enforcement targeted disabled complainants

Justin Quill, a Lake County resident, used his three-minute public-comment period to accuse county community development staff and the sheriff's office of dishonest treatment and retaliation after he filed complaints. "I come here to talk about transparency and honesty," he said, and later added, "It is about bullying people, and it's wrong."

Quill said he was removed from a license after filing complaints and that he could not find criminal-record entries to justify the county's actions; he also said the tax collector emailed him that he was being taken off a license. He asked that the board put his concerns on paper because, he said, memory loss from his disability means he may not remember events in two years. The chair acknowledged his remarks at the close of the comment.

The comment raised procedural and accountability questions rather than a formal action; Quill asked for written records and clearer accountability for code-enforcement officers. The board did not respond with a policy decision during the public-comment period; any follow-up would require staff review or a future agenda item.
