Staff member (S2) provided a snapshot of reserves, saying: "We've got about 20 to 25% of our projected revenues. So that's about $2,000,000 is there." He told the group those reserves are intended as a rainy-day fund and as a mechanism to pay for larger capital projects when they come due. Committee members asked staff to circulate last year’s budget materials and the detailed "yellow sheets" to prepare for deeper reviews.
The committee debated how to use its time and whether staff attendance improves the group's output. Committee member (S3) pressed the question directly: "So my question is, does this meeting bring value to you guys, or is this a time filler?" Staff and other members replied that the forum helps align citizen priorities with staff planning and can prompt early work on items the council may adopt.
The committee confirmed a follow-up meeting for Wednesday, Feb. 4 at 3:00 p.m., at which staff will present department yellow sheets and a public-safety-focused briefing. Materials will be sent to members in advance so they can review line-item details.
