Council approves motions to enter closed sessions on vacancies, litigation and an encroachment permit

At the outset of the July 6 informal session, Roanoke council approved three separate motions to reconvene in closed session.
The first motion—requested by the mayor’s office—asked the council to convene in closed session to discuss vacancies on authorities, boards, commissions and committees appointed by the council pursuant to Va. Code § 2.2-3711(A)(1). The motion was moved and seconded and the clerk recorded roll-call votes that were announced as ‘Aye’ by members present.
The second motion, requested by the city attorney, sought a closed session to consult with legal counsel on actual litigation and a potential settlement under Va. Code § 2.2-3711(A)(7); that motion was also adopted on roll-call vote. The third motion requested consultation with legal counsel about a proposed encroachment permit under Va. Code § 2.2-3711(A)(8) and was likewise approved.
Why this matters: Council routinely uses closed sessions for personnel, legal and negotiation matters permitted by state law; the motions indicate the city has personnel and litigation matters that staff consider sensitive and appropriate for private consultation with counsel.
