Board approves CHS campus change order, natural-gas easement and bond authorizations

Staff said Liberty Hill foundations hit rock and that a blast set was planned; the board asked staff to monitor and report as work proceeds.
The board approved a negotiated change order to Faulkner Grading to cover overages tied to unsuitable soils and trench rock and to add an asphalt repair estimated at $28,500 to address degraded paving near the field-house entrance. Facilities staff also presented and the board approved an easement for the York County Natural Gas Authority that follows existing utilities and roadways to serve the new schools.
Finance director John Robert Lovell presented the budget status and asked the board to authorize two bond resolutions to ensure cash availability: authority to issue general obligation bonds (up to $32 million) to support elementary-school construction cash needs and authority for special obligation bonds (up to $20 million) to complete high school work and equipment procurement. The board approved both resolutions by separate motions without objection. Lovell reminded the board the district aims to maintain debt-service millage near current levels while the projects are funded.
