The Dawson County Board of Commissioners voted 4-0 to approve ZA 25-12, rezoning 8.84 surveyed acres from Residential Agriculture (RA) to Rural Business (CRB) to permit a self-storage development by Precision United.
Community Development Director Richard Osborne told the board the project site sits between the Walmart and the Enclave townhomes and that the applicants are "aware of" a nearby cemetery and plan to avoid disturbing it. Applicant Dylan Lee said an underground radar sweep had located and flagged gravesites and that the state-required archaeological review "came back clean." Resident Larry Taffar spoke in opposition, expressing concern about the cemetery's proximity.
The board attached five stipulations to approval, including an 8-foot-wide sidewalk connecting to the Enclave sidewalk, increasing undisturbed buffer space from 25 feet to 50 feet measured from the easternmost grave, a 3-foot sidewalk providing cemetery access, a private access code for gated cemetery fencing to allow family access, and a commemorative plaque identifying the site as the "Bethel Methodist Cemetery." Chair Billy Thurmond made clear the stipulations are recorded with the Community Development site map.
The Planning Commission had recommended approval; the board's action includes the special use permitting mini-warehousing and limits approval to elements shown on the site map housed with Community Development.
