The citizen budget subcommittee opened with the chair noting the panel's purpose: to "explore and recommend the city council options for cost savings," and to forward citizen-led recommendations for council consideration. The chair said citizens (not staff or council) will vote on recommendations and described an operating charter and voting rule based on simple majority.
Staff and committee members confirmed the group will meet roughly every other Wednesday between January and May so the committee's recommendations can be timed to the council budget process. "We're gonna meet here trying every other... Every other Wednesday at 03:00," the chair said. Members agreed the schedule should allow enough time to review departments and develop clear recommendations.
Members requested a follow-up report on last year's presentations and the council's responses so the committee can see what was recommended and what the council acted on. Staff said they would prepare a concise recap for a future agenda item and suggested the committee set clear parameters for any data requests to limit staff workload.
