HPC unveils new Office of Health Resource Planning; first state health resource plan due 2027

HPC staff announced the operational launch of the Office of Health Resource Planning (OHARP), created under chapter 343 of 2024, and described the office’s statutory duties and planned approach to a five‑year state health resource plan. Cara Vidal said OHARP will combine quantitative supply and utilization analysis with targeted qualitative market interviews to assess whether resources are aligned with current and projected need across 24 enumerated service lines.
Vidal said the first plan will focus on foundational indicators—supply counts and maps, utilization trends, access measures (drive times, wait times) and indicators of provider financial health—while reserving deeper focused assessments for service lines that need further inquiry. "We are viewing this first state health resource plan as more foundational baseline information," she said, adding the statute sets a Jan. 1, 2027 timeline. Commissioners urged the office to make outputs actionable for market planning, determination‑of‑need reviews, grantmaking and policy decisions.
