County staff presented typographical corrections to the proposed amendments to Chapter 21 (commercial cannabis regulations) and walked through citation fixes. Much of the board discussion focused on substantive issues raised by members and the public: whether to eliminate a 10-year permit expiration, whether and how to require employee background checks, the proper definition of "full-time" or "permanent" employee, and the appropriate level of surety bond to guarantee abatement and cleanup costs.
Supervisors agreed to incorporate two immediate changes for the next reading: copy the hemp surety-bond structure (minimum $5,000 for cultivation under 10 acres, $10,000 at 10+ acres, and additional $1,000 per acre for 25+ acre sites) and add a definition of "permanent employee" (an ongoing employment relationship without a predetermined end date). The board left the 10-year permit-term question open for further discussion when the full five-member board can participate. County counsel moved that the draft ordinance, as amended, be advanced to the next Board meeting for a timed second reading on July 28 at 1 p.m.; the motion carried 4-0.
